A serious conservative approach would involve a systematic review of federal regulations affecting data center development, conducted with a clear eye toward distinguishing between rules that serve legitimate public purposes and rules that have become outdated, redundant, or poorly calibrated to actual risk. This is not radical deregulation; it is thoughtful governance, the kind of work that executive agencies and Congress are supposed to undertake periodically.
